This adds config option to specify static roles for master and slave
in the Best Master Clock Algorithm. This is the case for Automotive
Profile where networks are mostly static and role for each device is
known in advance.
masterOnly and slaveOnly will be used to determine the roles for the
devices. Since masterOnly is a per-port config and slaveOnly is a global
config option, role assignment will be slightly odd in case of bridges.
If slaveOnly is set to 1, all the ports will be in slave roles except
for the ones where masterOnly is set to 1. These ports will assume the
master role.
Two new FSMs which will be used for master and slave roles for this
config option have also been added.

The state machines in 1588 do not specify an event that causes a transition
out of the initializing state. This was left as a local issue. For this
transition, the current code assigns the next state outside of the FSM. But
doing so prevents an alternative FSM to handle this transition differently.
By introducing a new event, this patch places this transition where it
belongs, namely under the control of the FSM code,

There really is no such state, but there probably should have been one.
In any case, we do have one just to make the code simpler, but this should
not appear in the management responses. This patch fixes the issue by
covering over our tracks before sending a response.

The state machine needs to know whether a new master has just been
selected in order to choose between the slave and uncalibrated states.

We already have a grand master state. Adding this event will simplify the
overall logic, since it will avoid the silly requirement to set the
qualification timeout to zero when entering the grand master state.
